Project Manager

    CVP is seeking a highly talented Project Manager to provide support services to initiatives and projects in the following SDD PMOs: Electronic Health Record Core, Care & Benefits Integrated Systems and Clinical Support.


    Major Areas of Responsibility

     
    • Responsible for high-profile projects with direct impact on core operations and processes
    • Support the Government to integrate the project with the ongoing operations of SDD PMOs, including (but not limited) to system development and operations, release management, deployment, training, and sustainment
    • Collaborate with relevant stakeholders to ensure the end product is used effectively by the services
    • Develop a clear and realistic schedule of events, and support Government Lead to manage to that schedule
    • Update integrated master schedule with key dates and milestones to provide visibility on project progress to all stakeholders in accordance with SDD guidelines and requirements and provide an Integrated Master Schedule
    • Provide the integration services including (but not limited to) integration of lifecycle functions into the technical and product management process, integration analyses, design and development of integration software, prototyping, and baseline assessments, metrics management, , optimization, and segmentation
    • Support Government Lead to incorporate new project scope from Information Management, Services and relevant stakeholders
    • Verify and validate scope, closely manage changes to the scope throughout the life of the project
    • Verify all approved change requests have been applied to the requirements in SDD requirements database
    • Ensure bidirectional traceability of functional requirements to technical requirements
    • Ensure systems are in compliance with configuration management, cybersecurity and systems engineering policies
    • Support the Government Lead by ensuring that briefs, Information Papers and other project documents are available for review by the Government Lead well in advance of any scheduled briefings to Stakeholders
    • Support Government Lead to plan resources for the projects including (but not limited) to staffing, hardware, software, travel, material, third-party services
    • Support budget creation that sets expectations for the investment required to achieve the desired results
    • In collaboration with the requirements teams, acquisition documentation team, cost estimators, and other stakeholders, support the preparation of Defense Business System Certification packages and Office of Management and Budget Information Technology 300 (OMB IT-300) exhibit
    • Support the review and analysis of Earned Value to identify variances or appropriateness, if reported in the Monthly Progress Report (MPR) or Vendor In-Progress Report (IPR) as part of the Vendor’s contract
    • Support Government Lead in Government Furnished Equipment (GFE) management and tracking.  
    • Conduct verification of documented GFE listing against Vendor provided GFE listing
    • Submit, at least annually, Asset Audit Reports
    • Support Government Lead in planning for project quality including (but not limited) to conducting internal verification of documentation deliverables, requirement inspections, independent verification and validation of delivered software, software code quality checks, and incorporating technical reviews
    • Support Government lead and Quality Assurance team (QA) to design develop and execute Quality Assurance Surveillance Plan (QASP)
    • In collaboration with QA, monitor QASP execution and develop summary reports for CPAR input
    • Create, maintain and execute a communications plan for the project
    • Host/Support required meetings and forums, including (but not limited to) Integrated Product Team (IPT) meetings, to provide the stakeholders with increased visibility of planned project activities and a forum that ensures project risks and issues are efficiently communicated & effectively mitigated.
    • Support Government lead in procurement management
    • Advise the Government lead on project planning
    • Monitor, evaluate and advise the COR on contract deliverables associated with assigned projects for operational effectiveness, functionality, cost, efficiency, benefits, contract and technical compliance
    • Provide support for Technical Management in daily project operation and execution of development and cooperative research initiatives
    • Lead efforts in Technical Planning, Requirements Definition, Interface Support, Risk Management Support, Configuration/Release Management Support, Technical Data Analysis, Technical Assessment and Decision Analysis
    • Assist as needed in the review of deliverables, facilitation of Service meetings, and execution of the Change Control Process, support
    • Develop, implement and maintain Data Management Strategy that describes data management and migration activities in accordance with DOD Instructions
     
     

    Requirements
     
    • Ability to obtain a Secret government security clearance
    • Experience in one of the following: EHR, CBIS, or Clinical Support
    • Skilled with military health system information technology
    • Certified in Defense Acquisition University Project Management
    • Master’s Degree
    • Three (3) years of experience in the last five years working on DoD Electronics Health Record systems, including AHLTA, CHCS and CIS
    • Familiar with MHS clinical domains, including (but not limited) to Ambulatory and Inpatient Medicine
