    CVP is seeking a highly talented Program Manager to lead a strong team of professionals who will ensure that the IT enterprise network, applications, monitoring and reporting capabilities, engineering capabilities, server operations and administration, customer support services, information security functions, and audio visual and Video Teleconferencing (VTC) capabilities are available every day to support our federal naval client’s mission.

    The Program Manager shall be the focal point for all issues in this program and shall keep the Contracting Officer and Contracting Officer’s Representative (COR), as well as the ONR Technical Points of Contact (TPOC) and CIO leadership, fully informed both verbally and in writing.

    Major Areas of Responsibility
    • Manage and provide oversight of all activities performed by the Contractor personnel, including subcontractors
    • Effectively and efficiently manage project cost, schedule, and performance
    • Manage very complex and high risk programs
    • Direct daily staff and task activities to meet client and corporate work objectives
    • Supervise assigned technical and administrative staff, including subordinate managers
    • Assure quality of task products, services, and deliverables, including participating in reviews, audits, and site visits
    • Serve as a liaison with clients to coordinate activities, negotiate tasks, and solve problems
    • Coordinate and monitor subcontractor activities
    • Coordinate the creation of the integrated master schedule, which will identify all projects, priorities and resources
    • Direct the contractor staff in the software development process, including requirements gathering, Analysis of Alternatives (AOA), analysis and design, development tools and technologies, release and version control, contemporary testing methodologies, and deployment management
    • Identify and resolve problems and issues
    • Make recommendations for new approaches to sustain business success

    Job Requirements
    • Active Secret security clearance or active Interim clearance
    • PMP/PMI certification or equivalent
    • Bachelor’s degree from an accredited institution in one of the following: Computer Science, Engineering, or a related discipline
    • In the place of a degree, 4 years of relevant professional experience may be substituted
    • Minimum of 15 years project / program management experience, of which 10 years must be supervisory
    • Six (6) of the fifteen (15) years must be in progressive broad-based information systems and business experience, such as experience in any of the following:
      • Software Engineering including development and quality testing of applications
      • Network Operations including network design, network management or network security
      • Information Assurance including Disaster Recovery/Continuity of Operations (DR/COOP)
    • Demonstrated ability to manage and ensure the successful completion of multiple technical tasks or work streams
    • Demonstrated ability to recruit, hire, manage, supervise, train, schedule, coordinate, and evaluate staff
    • Experience with projects and operations of a nature similar in size and scope
