Web/Development Lead

    CVP is seeking a highly talented Web/Development Lead to provide guidance for IT operations planning, design, implementation, and integration of all infrastructure, hardware systems, and software under AMRDEC. Serve as a Technical Task Lead for the configuration and configuration management portion of the program, which provides diverse support for AMRDEC network infrastructure devices.

    Major Areas of Responsibility
    • Lead a team of individuals supporting web development for AMRDEC information and related systems; provide daily supervision and direction to support staff
    • Manage software development and support for web-based applications using formal specifications data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools
    • Provide technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules
    • Coordinate with the Program Manager to ensure problem solution and user satisfaction
    • Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces
    • Ensure systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and ISO reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of information management solution of the application platform, across the Application Program Interface (API), and the external environment/software application
    • Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models
    • Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action
    • Discover and implement end user requirements for hosting web-based applications, secure web systems by developing system access and scanning code with HP Fortify, and monitor control and evaluation
    • Provide requirements analysis and software support for the design, development, implementation, testing, securing using code security tools, documentation and maintenance of software applications
    • Participate in the development and execution of software test plans, procedures, and reports for application unit, integration, and software acceptance testing which shall also include source code vulnerability scanning as required
    • Develop software and enterprise/platform applications by writing, testing, executing, and maintaining source code (software development may include research, new development, modification, reuse, re-engineering, maintenance, or any other activities that result in software products to meet the needs of specific client/business requirements of the AMRDEC and its customers)
      • Develop and maintain source code in compliance with secure coding standards and all applicable Government regulations, guidance, and directions
      • Prepare and deliver all technical data and computer programs, software, and applications to include source code
      • Participate in the development and execution of test plans, procedures, and reports for application unit, integration, and software acceptance testing
      • Perform source code configuration management, environment management, and production code deployment
    • Maintain documentation of application and web site changes and change procedures
    • Track, compile, and analyze web site usage data
    • Provide system level support of hosted web applications, file systems, and restricted shell access menus
    • Develop and implement backup and recovery strategies while verifying that storage, archiving, backup, and recovery procedures are functioning and tested quarterly
    • Perform the activities necessary to obtain and maintain security accreditation of applications; prepare and deliver the technical data and analysis needed for the submission of a Certificate of Networthiness (CoN) and the NETCOM RFM Assess Only process for COTS/GOTS software required by the Government or for software developed at the AMRDEC that requires a CoN
    • Provide modifications and maintenance to all legacy systems as well as any new software development
    • Make recommendations, if needed, for approval of major systems installations
    • Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives
    • Analyze and study complex system requirements; design software tools and subsystems to support software reuse and domain analyses and manage their implementation
    • Estimate software development costs and schedule
    • Review existing systems and assist in making refinements, reducing operating time, and improving current technique

    Position Requirements                                                                                                                  
    • Must be eligible to obtain an Active Secret government security clearance
    • Bachelor’s Degree
    • 8 years of experience leading web development functions for a team, including experience on large IT operations projects involving multiple complex and inter-related project tasks
    • Experience in information system design, including application programming on large-scale DBMS and the development of complex software to satisfy design objectives
    • Experience with the software development process, software development life cycle, computer and application programming experience, software architectures, functional and logical interfaces to include software and hardware interfaces, and software testing
    • Programming experience with major programming languages such as Oracle, SQL, C++, and C#
    • Experience with higher level software development environments such as .NET and Visual Studio
    • Experience in managing, developing, collecting, and maintaining formal Army and DoD network configuration and Information Assurance (IA) documentation
    • Working knowledge and experience coding in Java
    • Proficiency in using HP Fortify for code vulnerability analysis
    • Experience with the following web hosting environments (underlying Server OS is Windows, Solaris, Linux, or Mac OSX): Internet Information Server, Apache Server, Tomcat, Oracle Web Center, and Mac OS
    • Experience with the following software development platforms: Microsoft Team Foundation Server 2017, Seapine Helix ALM 2017.x, Collabnet Subversion Edge ver. 5.x, Serena Dimensions CM ver. 14.x, Serena Dimensions RM ver. 12.x, IBM Doors ver. 9.x, IBM Rational Rhapsody ver. 8.x, IBM Rational Publishing Engine 2.x, and HP Fortify 360 3.0
    • Experience with the DoD RMF processes and DoD IA requirements
    • Well-versed in the latest technologies

    Desired Skills
    • AMRDEC experience – knowledge of AMRDEC information systems and related IT, business operations, technical operations, and risk management
    • Army experience in a Web/Development Lead role
    • Knowledge of several of the following: Active Server Pages, Visual Basic, JavaScript, Access, HTML, DBMS's (ex. - Oracle, Sybase, etc.) and SQL in SQL server
    • Familiarity with automation, data/telecommunications, visual information, programming support, audio/visual, database management and support, data input/output devices, surge/Uninterrupted Power System (UPS) devices, computers, servers, cloud services/virtualization, networks, and communication devices
    • Some technical knowledge to support oversight of the following tasks: network management, system management, software and hardware configuration management, software application management, software testing and systems interoperability and support, virtual system management, hardware systems interoperability and support, VOIP and Audio Visual infrastructure systems, database administration, data storage/control/retention, disaster recovery and critical infrastructure continuity and contingency planning, cyber security, risk management and information assurance
