    CVP is seeking a highly talented Network Management and Operations Lead to provide guidance for IT operations planning, design, implementation, and integration of all infrastructure, hardware systems, and software under AMRDEC. Serve as a Technical Task Lead for the configuration and configuration management portion of the program, which provides diverse support for AMRDEC network infrastructure devices.

    Major Areas of Responsibility
    • Lead a team of technical individuals supporting network infrastructure devices operations and management for all AMRDEC information and related systems: data input/output devices, surge/Uninterrupted Power System (UPS) devices, computers, servers, cloud services/virtualization, networks, communication devices and other peripheral entities that provide mission support to the organization as it pertains to IT services
    • Supervise, coordinate and/or perform additions and changes to network hardware and operating systems, and attached devices; including investigation, analysis, recommendation, configuration, installation, and testing of new network hardware and software
    • Provide direct support in the day-to-day operations on network hardware and operating systems including the evaluation of system utilization, monitoring response time and primary support for detection and correction of operational problems
    • Troubleshoot at the physical level of the network, working with network measurement hardware and software, as well as physical checking and testing of hardware devices at the logical level working with communication protocols
    • Participate in planning design, technical review and implementation for new network infrastructure hardware and network operating systems for voice and data communication networks
    • Maintain network infrastructure standards including network communication protocols such as TCP/IP
    • Provide technical consultation, training and support to IT staff as designated by the government
    • Determine architecture for installation, replacement, configuration, integration, maintenance, load-balance, and optimization of network servers that control and configure network infrastructure devices
    • Analyze network characteristics (e.g., traffic, connect time, transmission speeds, packet sizes, and throughput) and recommend procurement, removals, and modifications to network components
    • Design and optimize network topologies and site configurations
    • Plan installations, transitions, and cutovers of network components and capabilities
    • Conduct site surveys; assess and document current site network configuration and user requirements
    • Provide networking solutions and support for voice, data and video networks
    • Monitor network traffic, detect and resolve network failures, enhance network performance, and perform network administration functions
    • Maintain the existing network distribution systems, including fiber path diagrams and fiber labeling that physically transport telecommunications signals, including the wires, cables, fiber optics, conduits, patch panels, patch cables, transceivers, and media converters – expand and modify this physical infrastructure as required
    • Provide analysis, advice, and recommendations for any additional changes, modifications, new installations, or improvements to networking infrastructure
    • Work with other government or commercial entities and network service providers to connect, maintain, and document all local and wide-area network connections and network distribution systems in use, including telephone, Video Teleconferencing (VTC) and cable television distribution systems
    • Provide technical support to resolve interconnectivity issues between other interconnected Local Area Network (LANs)/Wide Area Network (WANs) and communications networks
    • Determine architecture for installation, replacement, configuration, integration, maintenance, load-balance, and optimization of network infrastructure components and devices to include switches, routers, firewalls, Intrusion Detection System (IDS)/Intrusion Prevention System (IPS), security appliances, web proxies, reverse proxies and Network Access Control (NAC) appliances, virtual private network (VPN) concentrators, surge/UPS backup and power conditioning devices, head-end equipment for external network connectivity, and the network servers that control and configure these devices
    • The contractor shall provide support during off duty hours as needed to keep the network operational
    • Assist with the development of network policies and Standard Operating Procedures (SOPs) by evaluating and recommending technologies and methodologies to ensure the interoperability and security of AMRDEC information systems
    • Develop and maintain documentation on specialized and project-specific network communications systems, to include tactical networks, closed, restricted networks, and classified networks (documentation should include complete physical and logical schematics of the network distribution systems and network devices, and comply with Risk Management Framework (RMF) requirements and DISA standards to support RMF accreditation activities
    • Develop, maintain and implement continuity of operations planning (COOP) for the various computing and network systems

    Position Requirements
    • Must be eligible to obtain an Active Secret government Security Clearance
    • Bachelor’s Degree
    • 8 years of experience leading network lifecycle management functions for a team, including experience on large IT operations projects involving multiple complex and inter-related project tasks
    • At least five years of network management and telecommunications maintenance; network distribution systems maintenance, analysis, and improvements; network infrastructure devices installation, configuration and architecture; network policies, documentation, and configuration management; documentation of specialized network communication systems (including tactical, closed, restricted, or classified networks); network disaster recovery and critical infrastructure continuity and contingency planning; and cybersecurity including scans, analyses, Assessment and Authorization (A&A) support, and ATO support for IA functions under the DoD RMF
    • Experience in network architectures and infrastructure devices such as physical wiring, firewalls, routers, load balancers, VPN concentrators, headend equipment for network service delivery points, reverse proxies, web security gateways, and switches (including the design and architecture, support, management, maintenance, operation, and upgrade of the underlying logical network enclave)
    • Experience in managing, developing, collecting, and maintaining formal Army and DoD network configuration and Information Assurance (IA) documentation
    • Experience with the DoD RMF processes and DoD IA requirements
    • Well-versed in the latest technologies

    Desired Skills
    • AMRDEC experience – knowledge of AMRDEC information systems and related IT, business operations, technical operations, and risk management
    • Army experience in a Network Management and Operations Lead role
    • Familiarity with automation, data/telecommunications, visual information, programming support, audio/visual, database management and support, data input/output devices, surge/Uninterrupted Power System (UPS) devices, computers, servers, cloud services/virtualization, networks, and communication devices
    • Some technical knowledge to support oversight of the following tasks: system management, system configuration management, helpdesk/IT services, software application development and management, software testing and systems interoperability and support, virtual system management, hardware systems interoperability and support, VOIP and Audio Visual infrastructure systems, database administration, data storage/control/retention, disaster recovery and critical infrastructure continuity and contingency planning, cyber security, risk management and information assurance
